The 30% Ruling Exception for US Expats
If you are relocated to the Netherlands as a highly skilled migrant and your employer has granted you the 30% ruling tax facility, you are entitled to exchange your US driver's license for a Dutch one, regardless of your state of origin. This benefit also extends to your registered partner/family members living at the same address.
To arrange this, book an appointment at your local municipality (e.g., Gemeente Haarlem or Haarlemmermeer). You will need to bring your valid US driver's license, a certified translation (if required, though usually English is accepted), a passport photo, and the official 30% ruling letter from the Dutch Tax Authority (Belastingdienst).

No 30% Ruling? The CBR Testing Route

- CBR Practical Exam: A 55-minute drive with a CBR examiner. You must demonstrate that you can safely navigate busy city traffic, roundabouts, and highways in a manual or automatic vehicle.
