Can you exchange a US driver's license in the Netherlands?

Under normal circumstances, no. The Netherlands does not have a bilateral agreement with individual US states to exchange driver's licenses. Therefore, standard US citizens moving to the Netherlands cannot exchange their license at the town hall. However, there is a very common exception for highly skilled professionals: the 30% ruling.

The 30% Ruling Exception for US Expats

If you are relocated to the Netherlands as a highly skilled migrant and your employer has granted you the 30% ruling tax facility, you are entitled to exchange your US driver's license for a Dutch one, regardless of your state of origin. This benefit also extends to your registered partner/family members living at the same address.

To arrange this, book an appointment at your local municipality (e.g., Gemeente Haarlem or Haarlemmermeer). You will need to bring your valid US driver's license, a certified translation (if required, though usually English is accepted), a passport photo, and the official 30% ruling letter from the Dutch Tax Authority (Belastingdienst).

"Without the 30% ruling, you are allowed to drive on your US license for up to 185 days after registering in the Dutch municipal database (BRP). After this grace period, you must hold a Dutch license to drive legally."

No 30% Ruling? The CBR Testing Route

If you do not qualify for the 30% ruling, you must obtain a Dutch driver's license by passing the official exams at the CBR (Central Office for Motor Vehicle Driver Testing). This involves:

  • CBR Theory Exam: Available in English. It consists of 65 questions divided into hazard perception, knowledge, and insight. You must study Dutch signs and priority rules, as they differ significantly from the US.
  • CBR Practical Exam: A 55-minute drive with a CBR examiner. You must demonstrate that you can safely navigate busy city traffic, roundabouts, and highways in a manual or automatic vehicle.

Key Differences Between US and Dutch Driving

Even if you have been driving for decades in the US, passing the Dutch practical exam requires specific adjustments:

  • Priority from the Right: At intersections without signs, traffic coming from the right has priority. In the US, the first car to stop usually goes, but in NL it is strictly spatial.
  • Bicycles everywhere: Dutch cyclists have their own lanes and often have priority. You must check your mirrors and blind spots constantly, especially when turning right.
  • No 'Right Turn on Red': Unlike in the US, you can never turn right at a red light in the Netherlands unless a specific arrow sign indicates otherwise.
  • Roundabouts: Multi-lane roundabouts are common in Haarlem and Hoofddorp. Choosing the correct lane before entering is vital.
